# The Commission — recorded before the book existed

## What that commissions

A second volume, by the method of the first (`/book/`, *A Key Means Nothing Alone*):

- **The sources are the memos and the doctrine.** Ten voice memos plus a pivot briefing, filed
  verbatim as briefs v0.33.71–v0.33.81 before they were read; eleven doctrine documents under
  `/insurance/src/`; the audit at v0.33.82. The transcript outranks any summary of it, so this
  book quotes the memos from the briefs, byte-checked on every build.
- **The disciplines are inherited, not optional**: every load-bearing claim `stated` (verbatim,
  located, re-read from its source on every build) or `drawn` (this book's own reasoning, marked
  in the reader's view); every count computed, never typed (`gen:stat`); every figure taken from
  the tag its caption names, with the fresh/re-derivable gates; the PDF readable start to finish
  offline; `book.json`, `quotes.json` and `llms.txt` as machine surfaces; a bench entry carrying
  what the book does not prove.
- **Coherent, not a compilation.** The memos arrived over two days and correct one another —
  memo 1 contradicts memo 0 and the contradiction is answered; memo 6 corrects memo 3; the audit
  corrected six defects. The book's job is the through-line, with the corrections shown as the
  method working rather than smoothed away.

## What the writing session added (its own decisions, so they can be argued with)

- The title, from memo 0's own sentence: **The Delta Is Where the Insurance Lives**.
- The structure: seventeen chapters in five parts — the pivot; the rating; who pays, who rates,
  who backs the claim; the machinery; the proof and its absence — plus front matter, a reference
  card and a colophon.
- The new base folder `/insurance-book/`, per the instruction.
