The Chain Room: The RiskMandate Workflow As A Playable Simulation — Simulate First, Then Support

Summary

The course-correction of v0.33.65, which ported the newsroom's state map and declined its room. The project lead's response: the refusal missed the key requirement — the point is to create the core elements for the RiskMandate.ai workflows, and for that the game-like environment is not decoration, it is the deliverable: the workflows and their states and actions are to be simulated first, then supported. So: one playable room at /room/, eight stations, the product boundary drawn on the floor, a work item that travels the chain, and every word derived at build time. The left half is real — the measured library entry, the signed mandate, the computed excess row. The right half is synthetic and marked on every surface, in the shape of RiskMandate's own positioning card: risk band, named acceptor, blast radius, expiry, reviewer, and accepted conditions each carrying an observed status. Five gates, including the GM3 rule enforced structurally on the demo itself: the instance fixture stores references, never copies, because a demo that violates the architecture it demonstrates teaches the violation.

Adds /room/, the synthetic instance fixture, and admin/build/gen_room.py with five gates; reverses v0.33.65's refusal of the room on a changed requirement, recorded rather than rewritten.
